How we judged

So the primary criterion here is layout mirroring: when the language changes, does the composition flip so the logo, the reading order and the call to action move to the side an Arabic reader expects, or does the tool paste translated words into an English layout? Why the mirroring criterion matters more than the feature list

A translated ad and a mirrored ad look identical in a spreadsheet of capabilities. They do not look identical on a phone in Doha.

In a translated ad, the logo stays in the top left, so the first thing an Arabic reader sees is the empty corner. The call to action stays on the left, so the eye finishes the ad and finds nothing. If the Arabic has been set in a Latin typeface, the letters do not join, which reads roughly like English printed with a space between every letter.

None of that is caught by a translation review, because the words are correct. It is caught by a layout review, and most teams do not run one for a market they do not read.
